I-405 Express Toll Lanes Between Bellevue and Lynnwood

The 15 miles of express toll lanes on I-405 between Lynnwood and Bellevue help keep traffic moving by providing a choice for a faster, more reliable trip when drivers need it most.

What are express toll lanes?

I-405 express toll lanes are free to carpoolers with a Flex Pass and also give other drivers the option to choose a more reliable trip by paying a toll.

Toll rates adjust depending on real-time traffic conditions to keep traffic moving. Signs tell you what you'll pay before you get in, and you lock in your toll rate when you enter.

If you don't have a Good To Go! account, you can still use the lanes. You'll be mailed a Pay By Mail bill at a $2 higher rate per toll.

To use express toll lanes toll-free from 5 a.m. to 7 p.m. Monday through Friday, carpools will need to meet the HOV occupancy requirement and have a Good To Go! account with Flex Pass set to HOV mode.

WSDOT has three goals for the express toll lanes:

Goal #1: Provide a choice for drivers

The express toll lanes have provided 21 million trips since opening in September 2015. That's 53,000 cars each weekday (36,000 toll-paying vehicles and 17,000 toll-exempt carpools).

Most people just use them when they need them, usually 1-5 times a month for a typical driver.

Goal #2: Provide a faster and more predictable trip

Average speeds in the express toll lanes are 24 miles per hour faster than the regular lanes going nothbound in the peak of the afternoon commute, and 19 miles per hour faster going southbound in the mornings. The average person going the full distance saves 11 minutes in the morning and 14 minutes in the afternoon.

Goal #3: Fund future improvements

Since opening, the express toll lanes have generated $32.8 million in gross revenue, while operations and maintenance costs totaled $11.4 million. All net revenue generated from the express toll lanes will be reinvested into I-405 to improve regional mobility.

Toll revenue funded the peak use shoulder lane between SR 527 and I-5 in Lynnwood to improve northbound congestion, which opened to the public in April 2017.

Future plans
The long-term vision includes a 40-mile express toll lane system going from SR 167 at the Pierce/King County line to the I-405/I-5 interchange in Lynnwood. Learn more about the I-405 Corridor Program.
